60ms ping is best for ranked PvP, while 100ms is playable for casual PvP. Above 120ms ping you will begin to lose hit-trades that you should have won. Casual queues are open-entry, have no Elo tracking, and matches do not affect your rank. Ranked queues use a competitive rating system (Elo or TrueSkill), have seasons with resets, and offer end-of-season rewards. PvP servers usually have both queues; ranked will typically have the most serious competitors.
Limited. Structured PvP (ranked play and custom weapon balance) exists mainly on PC due to the need for modding tools. Console PvP does exist but is limited to official Rockstar lobbies and doesn't come close to matching PC servers in terms of depth.
